The legislative framework regarding the protection of victims in the family requires a rigorous technical review, it is shown in the conclusion of the preliminary report: "Domestic violence in Romania: the legislation and the judicial system", realized by the Legal Initiative for Central Europe and Eurasia of the American Bar Association. The report was made following seminars on domestic violence attended by 132 Romanian judges, Romanian officials with responsibilities in the protection of the family, representatives of the Ministry of Justice, NGOs. The discussions were based on the first scientific research on domestic violence conducted in 2003 by the Partnership Center for Equality, stating that over 800.000 women said they had endured domestic violence in various forms.
